CAREER MANAGEMENT ACCOUNT

XPAND Corporation was selected as the prime contractor by the Department of Economic Security, State of Minnesota to design and develop the technical solution for the Career Management Account (CMA). The purpose of the CMA application was to provide individuals with a single secure place in the internet to store and manage all of their lifelong learning and career development information. Inside the CMA there was a Lifelong Learning Portfolio that organizes information around six proven categories adopted by the U.S. Department of Education.

The portfolio allowed individuals to better organize, document and track their individual development, lifelong learning and career strategies. The portfolio also contained self-reported information like resumes, personal assessments and journal information as well as third party validated data including: transcripts, test scores, licenses, certificates of competency and other official records or credentials.

Accomplishments Ø     Designed and developed the solution in collaboration with the multiple business partners including the Public Broadcasting System, SCANS 2000, ACT, Washington State National Guard, U.S. Army Reserve, ISEEK Solutions and the Network Consortium. Ø     Provided sophisticated system security through the use of the Public Key Infrastructure (PKI) technology. Ø     Made the system compliant with the internationally accepted exchange of information standards – the Learner Information Package Specification – to facilitate global exchange of validated data.

Ø     Provided the flexibility for users to decide what data goes into the CMA account from the information submitted by the provider. Ø     Ensured information sent by the provider was validated through a third party such as the American College of Advisory Services. Ø     Allowed the user to obtain an electronic ID (i.e. digital certificate) to securely send licenses, transcripts, certificated and other validated records to employers and learning institutions. Ø     Coordinated testing, technical reviews and training with the U.S. Department of Labor and seven other major partners.
