
XPAND Awarded the Minnesota CareerOneStop Technical Services Contract

XPAND Corporation is selected to provide technical support services for CareerOneStop (COS), a suite of national electronic workforce tools, sponsored by the US Department of Labor (DOL)through a grant with the State of Minnesota. The COS system serves as a single point of entry for employers, job seekers, learners, and workforce professionals to access a rich repository of career, workforce, and other related information.
The COS system administered by XPAND encompasses America's Service Locator (ASL); America's Career Information Network (ACINET); CareerOneStop Portal; Career Voyages, a companion site related to High-Demand, High-Growth Occupations; and online COACHES that provide user guidance for COS websites and other DOL special populations. The support for COACHES is provided by XPAND's partner DEVIS through a subcontract.
The mission of the CareerOneStop National Electronic Tools (E-Tools) is to meet the self-service needs of the nation's workforce investment system and to assist DOL Employment and Training Administration (ETA) partners in government and industry in meeting their business needs and delivering their services. The underlying E-Tools infrastructure is a unique mission critical resource for providing integrated data-driven workforce information services, painstakingly aggregated from a wide variety of federal, state, local and private sources. It offers an IT enabled platform for cost-effective citizen and business oriented services.
In its 2006 Report to Congress on the Benefits of the President's E-Government Initiatives, the Office of Management and Budget (OMB) cites the role played by the CareerOneStop in the section for the DOL:
...CareerOneStop, is a collection of electronic tools, operating as a Federal-state partnership, and funded by grants to states. Each tool offers a unique solution to the overwhelming demands of today's labor market from the perspective of the job seeker, the employer, and the public workforce community. CareerOneStop and its America's Service Locator (ASL) portal makes extensive use of maps, online geospatial interfaces for users, and the power of GIS technology and geospatial data to empower their user community to manipulate geographic information in searching for employment or career opportunities.
